Official name is "speed awareness course": I got caught by a camera doing 36 on a 30 zone, so instead of fine and points, I just pay for the course.
It was actually quite interesting, opened my eyes to a couple of things.

Statistically you will cause a fatal accident every 250,000 years in the UK.
Statistically you will lose your license every 20 years.
850,000 people are banned at any given time in the UK.

A speed based road safety strategy is based around being able to catch offenders automatically not about making roads safer.
Speed awareness courses were introduced to stabilise the number of people at risk of losing their license. In effect it gives you an extra 3 points before you are banned.

Making speeds lower has reduced pedestrian deaths but increased accidents involving pedestrians.
The majority of people attending a speed awareness course are first time offenders caught in 30 zones and are driving in a safe manner slightly faster than the zone allows.
Despite known issues with accuracy and tolerances of automatic and hand held camera equipment
It is nearly impossible to win a court case once you have been photographed and receive a NIP and there are incentives (lesser punishment)to plead guilty pay up and get on with your life and accept the points or attend the course.

Major news today: "'Shocking' sugar levels in High Street hot drinks, warns charity" --> drinks with chocolate, caramel, whipped cream, marshmallows... oh no, I thought they were really healthy!!! ::)
